The Sun, the Moon, and the stars were made by God to benefit planet Earth. The Sun was put there to establish day and night as Earth orbited it. The Moon was put there during the fourth 24-hour period to reflect the Sun at night and be a lesser light for the Earth. The stars were placed in the firmament (in what is referred to as the second heaven) to help us establish astrological signs (Job 38:31; Matthew 2:2) for seasons (Genesis 8:22) and for charting out the days of the month and when years have passed. The word “rule” (verse 18) means “to govern or have power.” Nothing hides from the heat of the Sun (Psalm 19:6), which is the energy source for all life. The Moon and stars establish ordinances (Jeremiah 31:35) or rules by which the universe and all that is in it operates (e.g. the Moon establishes the tides; the stars establish seasons and fixed navigation).
